1: SIRIM Certification in Malaysia
SIRIM certification constitutes a highly significant product conformity assessment and certification system, administered by SIRIM QAS. Pursuant to Directive GP/ST/NO.37/2024 issued in 2024, the following product categories are mandated to obtain SIRIM certification prior to market distribution:
- Major and minor household appliances: Rice cookers, microwave ovens, refrigerators, washing machines, air conditioners, electric water heaters, kitchen appliances, fans, hairdryers, irons, vacuum cleaners, massage chairs, etc.
- AV equipment: Audio-visual players, radios, televisions, etc.
- Adapter products: including power adapters for various electronic devices.
- Lighting products and associated power supplies: such as table lamps, string lights, ceiling lights, driver power supplies, etc.
- Component products: plugs, sockets, wires and cables, as well as household power tools and various switches and circuit breakers, etc.
- Additionally, products newly included under the directive: electric vehicle charging points, energy storage power supplies.
This article primarily addresses the certification of charging points.

2: Charging Point Applicable Standards
The charging points specified within the directive are applicable to all types of power supply equipment with a rated output voltage of 1000 V AC or 1500 V DC and below, including Mode 2, Mode 3, and Mode 4 power supply equipment. The relevant testing standards are as follows. Although testing can be arranged in Malaysia, due to the complexity of cross-border transportation and testing, it is recommended that all relevant IEC standard reports be prepared domestically.
3: For ST COA-certified charging points in Malaysia requiring SIRIM certification, one must first apply for ST COA certification, followed by application for either a SIRIM Batch Certificate or a SIRIM PCS Certificate.
3.1 ST COA Certification Process
- a: Prepare technical documentation: product information, importer details, letter of authorisation, circuit diagrams, test reports compliant with MS IEC standards (e.g., safety reports [CB reports or relevant IEC standard reports], EMC/RF reports, IPV6 reports, etc.).
- b: Submit application: via ST’s online system.
- c: Product testing; testing may be waived in certain cases based on submitted reports.
- d: Certificate issuance upon approval: ST (Suruhanjaya Tenaga) issues the ST COA certificate following SIRIM QAS audit approval.
- e: The COA certificate is valid for one year. Applicants must complete COA renewal 14 days prior to the certificate’s expiry date.
3.2: SIRIM Batch Certificate or SIRIM PCS Certificate
Please note that the ST COA serves solely as a customs clearance certificate. Following importation, the importer may apply for a SIRIM Batch Certificate or SIRIM PCS Certificate using the COA.
- (1) SIRIM Batch Certificate: After product importation, the importer may apply for a SIRIM Batch Certificate using the ST COA certificate, subsequently applying to purchase the MS label. This certificate is valid for a single batch of products.
- (2) SIRIM PCS Certificate: Upon obtaining the ST COA certificate, the importer may apply for a SIRIM PCS certificate using the COA certificate. The PCS certificate requires factory inspection. Annual reviews are conducted, with the first year involving only factory audit. From the second year onwards, audits cover both the factory and the warehouse in Malaysia. With the PCS certificate, manufacturers may purchase MS labels or affix the SIRIM mark directly at the factory. Due to its higher cost, the SIRIM PCS certificate is typically suited for manufacturers with high shipment frequency.
